Child marriage, a violation of children's human rights and a form of gender-based violence, remains a significant issue in Bangladesh, often driven by socio-economic factors. It disrupts education and perpetuates poverty. Despite the government's efforts, including the Child Marriage Restraint Act (CMRA) 2017 and its 2018 Rules setting the legal marriage age at 18 for girls and 21 for boys, progress towards ending child marriage has been slow.
To meet the SDG target to eliminate child marriage by 2030 and the national target by 2041, accelerated efforts are required. The United Nations Children's Fund (UNICEF), in partnership with the Ministry of Women and Children Affairs (MoWCA), is implementing the Global Programme to End Child Marriage (GPECM) Phase III (2024-2030). During GPECM Phase II, over 80 government and NGO officials were trained as trainers on the 2017 CMRA and its 2018 Rules.
To extend this training to high-prevalence districts (Chapainawabgonj, Bagerhat, and Narail), refresher sessions were planned for these trainers. IPTM, experienced from previous training efforts, facilitated these refresher sessions and developed a rollout plan in consultation with MoWCA and UNICEF.
The main objective of the assignment was to Provide technical assistance to implement the CMRA 2017 and Rules 2018 effectively to end child marriage which included preparation of a comprehensive training plan, facilitation of two batches of refresher Training of Trainers (ToT) sessions (4 days each) for about 70 master trainers and development of a rollout plan for training in three high-prevalence districts to support the activation of Child Marriage Prevention Committees at various levels
Key Activities:
- Conducted inception meeting and discussion with UNICEF
- Prepared training plan incorporating objective, training materials/contents, session plan etc.
- Finalized training plan and ToT schedule upon feedback incorporation
- Prepared assessment and evaluation tool for participants
- Facilitated 02 batches of refresher ToT for around 70 Master Trainers (each 04 days long)
- Developed a rollout plan for cascading down the training at 03 districts
- Prepared final report with follow-up actions
- Submitted final report and all final deliverables
